The Dutch government has committed 1.2 billion euros in non-military aid to Ukraine for a three-year period. Sjoerd Sjoerdsma, the minister for foreign trade and development cooperation, announced the figure while in Kyiv on Wednesday, October 28. He described the nation as facing a harsh winter under heavy attack, stating that continued support is vital for collective security and for Ukrainians to keep fighting.

The package directs specific funds toward immediate infrastructure needs and commercial expansion. The Netherlands will fast-track 40 million euros this year to the Ukraine Energy Support Fund for urgent repairs. An additional 55 million euros is allocated for energy equipment and materials destined for Kyiv. On the business front, 136 million euros will support the Ukraine Partnership Facility, which assists Dutch companies operating in the country. A further 19.5 million euros is reserved for insurance covering businesses that plan to export goods to Ukraine.

This announcement clarifies the breakdown of previously pledged funds. It specifies the use of 878 million euros in non-military aid, along with 327 million euros announced when the budget was presented. A substantial portion of the total will be channeled through the European Bank for Reconstruction and Development, the World Bank, and the European Investment Bank. Separately, the Dutch government set aside 10 million euros to support training centers for military personnel currently operating in Ukraine.

The financial announcement coincided with a diplomatic visit by Ukrainian President Volodymyr Zelenskyy. He is scheduled to meet with Dutch government officials and the King during his stay in the Netherlands on Wednesday, October 28.
